Error message about Project Nodes needs updating

### Current Behavior

Is printed even when running in FF cloud which is a EE environment when the use is on the Starter Tier

### Expected Behavior

Message should include message about tier level exclusion

### Steps To Reproduce

Create new team at starter level
Create Application/instance
Look at logs or try to install Project Nodes

Start with the Project Link node implementation and reproduce the issue by installing Project Nodes in a FlowFuse Cloud Starter-tier application, then inspect the logs. Done means the error message distinguishes the Starter tier exclusion from running outside the FlowFuse EE environment.
