Link to a specific tab on a ui-page with tabs layout

### Description

It would be nice to be able to link to a specific tab on a ui-page when using tabs layout.

Additionally, I guess it would make sense to be able to inject the same to a ui-control node to force the dashboard to show that page.

### Have you provided an initial effort estimate for this issue?
