Deploying only modified flows, when changing the page of a group, removes the page from UI

### Description

This _may_ just be an issue in #105, but I'm recording just in case. When doing a partial deploy of _only_ modified nodes, the UI config excludes a page (e.g. Page A) if we've just re-assigned the page on which a given group renders, e.g. from Page A to another page instead.

Doing a full redeploy fixes the issue.
