Change message for flow building tools not available in the HITL UI

### Description

Currently the UI for the HITL in Flow Building tools shows
`No flow-building tools available yet.`

Which is misleading as tools are still available, but HITL permissions cannot be changed and it should reflect that.

`Flow Building tools permissions cannot be changed. Default will apply: read-only tools are always allowed, write and delete tools will ask for permissions.`
