Add an Expert sync step to the issue templates

When we build something new on the platform there's nothing prompting us to think about whether the Expert needs to keep up with it. Does it need new MCP tooling? Do existing tools need updating? Does it need a new skill, or a change to one we already have?

Right now that only happens if someone remembers, which means it mostly happens after the fact.

Adding a required dropdown to the feature, epic, story and task templates makes it a step you can't skip, in the same way the pricing and effort estimate dropdowns already work.
