Fix full height and scrolling on Application > Device Group > Settings and Devices pages

### Description

The Settings and Devices pages within Application > Device Group are not rendering at full height. Update both pages so they extend to fill all available vertical space, and ensure scrolling behaves as expected within them (e.g. fixed headers/filters where appropriate, with only the relevant content area scrolling).
