Fix scrolling behavior on Team Pipelines page

### Description

On the Team Pipelines page, the search bar currently scrolls together with the rest of the content. Update the layout so that:

- The search bar is sticky at the top
- Only the content below it scrolls
- Add a
(or equivalent spacing) between the search bar and the scrollable content to visually separate them
