Truncate Team Groups table entries to a single line with ellipsis

### Description

In the Team Groups table, multi-line entries (descriptions, target snapshots, and other fields) look awkward and inconsistent. Update the table styling so that all entries are constrained to a single line with text-overflow ellipsis. Add a title attribute on each truncated cell so the full text is shown on hover.
