Fix layout and scrolling on Application > Settings page

### Description

The Application > Settings page has two layout issues:

- The page is not full height: update the container so it fills the available viewport height like other pages
- Scrolling does not appear to work properly: verify and fix so the settings content scrolls correctly within the page when it overflows
