Overview doesn't update to starting imeadiately on stack upgrade

### Current Behavior

While updating stack it's possible to open the editor and get connection reset error

### Expected Behavior

Pick old stack and upgrade, while instance starting new stack container, open editor should be disabled before it gets back to running state

### Steps To Reproduce

Pick hosted instance with old stack
upgrade
click open editor button before stack has finished starting on new container.

### Environment

- FlowFuse version: 2.30.1
- Node.js version: 20
- npm version: 10
- Platform/OS: FFC
- Browser: All
