Enable all features for a Team Type does not enable all features

### Current Behavior

I selected enable all features on a self hosted Docker instance of FF but device groups was still not available.

### Expected Behavior

When I tick this - https://d.pr/i/V71qLe all features should be enabled.

### Steps To Reproduce

Edit a team type, select 'enable all features' some features are still not working.

- FlowFuse version: flowfuse/forge-docker:2.29.1
- Node.js version: don't know
- npm version: don't know
- Platform/OS: Ubuntu latest LTS
- Browser: Chrome latest

Start by reproducing the issue in a self-hosted Docker instance using FlowFuse version flowfuse/forge-docker:2.29.1. Inspect the team type setting for “enable all features” and the feature availability check for device groups; done means every feature, including device groups, is available after the setting is enabled.
