## Context
Parent: #6897 — FE MQTT Migration
Migrate the `custom:add-workspace` action from HTTP to MQTT transport. This action allows the Expert to programmatically add new tabs (workspaces) to the Node-RED editor.

- [ ] Expert can create a new workspace tab via MQTT message
- [ ] New tab is visible and navigable in the editor
