Direct package installation from FF Expert recommendations

### Description

Enable FF Expert to install recommended packages directly, rather than just guiding users to the palette manager where they still have to click install themselves.

### User Story

As a FlowFuse user, I want packages recommended by FF Expert to be installed for me automatically so that I don't have to manually complete the installation.

### Problem

Currently, when FF Expert recommends a package, users are guided to the palette manager but still need to click "Install" themselves. This creates unnecessary friction.

### Solution

FF Expert should be able to trigger package installation directly via the NR Assistant.

**Important UX requirement:** It must be crystal clear to the user that a package has been installed on their behalf. Users should never be surprised by new packages appearing in their instance.
