The list of NR versions bundled into the docker/k8s container getting longer

### Description

We currently include ALL the 4.0.x releases and the 4.1.x releases which is causing the containers to get bigger.

We also list all the 3.1.x and 4.0.x and 4.1.x in the device settings page as a way to override the NR version.

I suggest we do the following:

1. Remove the 3.1.x up to the last 3.1.14 (leaving 3.1.15) from the device agent list
2. Start to remove old 4.0.x from the docker containers to reduce size.

We should also do a review of the device-agent Node-RED instances for all the live device-agents to check how many are on old outdated NR versions.

Sized as 2 to cover investigation work.
