Instance Owned device snapshots page is empty and confusing

### Current Behavior

Empty state is implying that snapshots are not possible for an instance owned device when in fact it is possible to create snapshopts of the device flows from the developer mode tab.

NOTE, snapshots taken from a remote device get displayed in the instance->snapshot

If memory serves me right, before the rejig for timeline or before the snapshot browser unification work, snapshots pulled from a device would be displayed in the device->snapshots

Either way, this is all a bit confusing.

Create sanshot from a remote instance that is "instance owned"
