Dashboard is unavailable when High Availability mode is enabled for an instance

Description
### Current Behavior
After enabling High Availability mode, a dashboard is not available anymore:
* "Dashboard" button is greyed out
* direct access to a dashboard via URL is not possible - page hangs on "loading" animation
### Expected Behavior
Dashboard should be available when Hosted Instance is running on High Availability mode.
### Steps To Reproduce
1. Create a new Hosted Instance
2. While creating an instance, select the `Multi-User Dashboard for Ticket/Task Management` dashboard
3. Once the Hosted Instance is up and running, enable High Availability mode in the instance's settings (`Settings -> High Availability -> Enable HA Mode`
4. Once the instance is restarted, try accessing the dashboard via URL
