As a user

I want my project container to stop X mins after my last deploy

So that I can have access to a a free tier

Initial figure for X is 30 mins but this should be configurable via (TBC)

It does not need to be a hard 30min limit for example a batch job that runs every 30 mins and looks for free projects that have been active for over 30mins would be fine, making the free duration between 30-59 mins we would still communicate to customer that it stops at 30mins and anything they get over that is just a bonus.
