"Charges" section appears in Create Instance modal even when below included instance quota

### Current Behavior

The "Charges" section is displayed in the Create Instance modal even when the team has not exceeded the number of instances included in its current team tier.

### Expected Behavior

The "Charges" section should only appear if the team has already used up all instances included in its current tier and would be charged for creating an additional one.

### Steps To Reproduce

1. Ensure the team has not exceeded the included number of instances for its current tier
2. Open the Create Instance modal
3. Observe the presence of the "Charges" section and charges/instance when creating an instance
