ci: add possibility to re-initiate pre-staging environment directly from the workflow

### Description

The goal of this task is to add the possibility to re-initiate an existing pre-staging deployment within the `Create pre-staging environment` workflow.
Possible solution:
* add new input, default to false
* when true, remove release and install again
* to check: will database storage be deleted? possible solution: delete namespace as part of release removal
