Product tier change enablement

### Description

This work is to enable changes to our tiers and pricing as we right-size our product tiers.

There are proposed feature changes for Starter (https://github.com/FlowFuse/CloudProject/issues/754) and Team (https://github.com/FlowFuse/CloudProject/issues/776) that will require development effort. This epic is in place to ensure that Engineering bandwidth is accounted for in planning for 2.21.
