Investigate Timeseries Database Technologies

## Description

This is the first piece of work in the database offering epic: to identify the type of database service (we'll be focussing on a timeseries database first, but would like an optino for structured in the future), providers, an MVP UI, and pricing structure(s) that would work for FlowFuse.

### Questions to Address

#### Infrastructure

- What infrastructure do we need to provide here in order to host and manage our own database infrastructure.
- What database packages are we going to use?

#### Provisioning

- How does a team get access to the database service? What credentials do they need, if any?
- How do they create tables, insert rows, etc.
- First iteration, create tables via a UI, insert/updates all via Node-RED?

### Completion Criteria

- [ ] Choice on which timeseries database technology
- [ ] Scoping on what a single user would need in order to interface/provision the database/tables for their team
