Role-based seat count allocations

### Description

As we evolve our product offerings, we may want to consider higher seat count for some role types and not others. For example, there are use cases where it would be helpful to have a large number of Dashboard viewers but a more limited number of developer seats. As of now, the platform treats all team members as just one user, independently of their role that is used for access control purposes.

This task is to scope the work needed to allow for seat count limits for some role types but not others.
