Have the docker driver pull flowfuse/node-red:latest daily if stack using it

### Description

Making the docker driver ensure the latest version of the `flowfuse/node-red:latest` container is always available. This is the container image used by the default stack created on install.

This would mean a docker install would behave closer to k8s default behaviour (which will always pull the newest version of a container when creating a new instance (or starting a suspended instance)
