While demoing device to hosted pipeline missing dependencies

### Current Behavior

Created a pipeline from an Application bound device to a hosted instance.

The pipeline ran but didn't install all the dependencies

### Expected Behavior

All the required modules should be installed into the hosted instance

### Steps To Reproduce

Create device
enable auto snapshot on the device (if not already done)
Use developer mode to create a flow using none core nodes
Create empty hosted instance
Create pipeline from device to hosted instance (use latest snapshot)

### Environment

- FlowFuse version: 2.15.0
- Node.js version: 18.x
- npm version: 9.x
- Platform/OS: FFC
- Browser: ALL
