Expired trial team with a hosted instance cannot downgrade to freemium

### Current Behavior

1. User signs up for the Team trial, an instance is auto-created
2. Trial expires without billing setup
3. UI blocks all actions other than setup billing or change team type
4. Attempt to change to Free tier fails because the have a hosted instance - but the UI doesn't let them access any options to delete the instance

### Expected Behavior

A user can downgrade to Free tier after their trial has expired.

We need some way to enable them to delete their instance(s) if they want to downgrade.
