Timeline lets you "restore snapshot" while in developer mode

### Current Behavior

On the timeline of a device, it lets you "restore snapshot" while in developer mode.

This is supposed to be disabled while developing (as it is in the original snapshots view)


### Expected Behavior

* Should be disabled while device is in developer mode
* Unit tests should be in place to catch this

### Steps To Reproduce

pick a device with snapshots
view the timeline
pick a snapshot & "restore" it

### Environment

- FlowFuse version: FFC current/live
- Node.js version:
- npm version:
- Platform/OS: Win 11
- Browser: Chrome
