Show billing state in teams list

### Description

**As a:** admin

**I want to:** see which teams have a valid billing subscription on the `/admin/teams` table

**So that:** Monitor activation propgress

This will likely require some additional API work as the `/api/v1/user/teams` endpoint doesn't currently return billing status.

- [ ] Additional column for billing status showing a check mark for those teams that have active subscriptions
