Viewing Application Audit logs shows Request Failed for member user

### Expected Behavior

Unsure why the application audit log would be restricted when the instances within the application permit audit log access.

We need to ratify the correct RBACS and apply them consistently.

### Steps To Reproduce

Log in as a member
* try to access audit logs on an application - toast error
* try to access audit logs on the instances within that application - OK (different behaviour)

### Environment

- FlowFuse version: Prod + Staging 2.9.x
- Node.js version:
- npm version:
- Platform/OS: Windows 11
- Browser: Chrome
