### Description

With FF 2.7 + comes the ability to have admins defined by an SSO group assertion (we are in the process of testing this).
The recommendation is to have local admin accounts (multiple!) in Flowfuse to always be able to access Flowfuse in case the SSO mechanism is not working. Any admin account should imho be able to set the password for any local Flowfuse admin account. Currently, this is not possible as local account passwords kan only be set on account creation. Other admins (local and SSO) should be able to (re)set them, imho.
