Admin and Team level Exclude Nodes By Filename

### Description

**As a:** admin

**I want to:** be able to exclude certain nodes via the template AND allow a user to add to that list but not to remove from it.

**So that:** I can limit nodes on a system wide basis while still allowing users to further customise their template or project

### Acceptance Criteria

- [ ] Items added to the Exclude Nodes by Filename in the systemwide template cannot be removed by an owner
- [ ] Owner can add additional items to the template or individual project
