Change default stack installed by docker/k8s self hosted to be NR 3.1.x/NodeJS v18

### Current Behavior

The default stack is based on the flowfuse/node-red:latest container which defaults to Node-RED 3.0.2 and NodeJS v16

### Expected Behavior

Install the flowfuse/node-red with NR 3.1.x and NodeJS v18

We should also add an extra tag to the container e.g. latest-3.1.x (without the FF version) so it's easier to track)
