**So that:** I can take administrative action on projects

We already have tables for Users and Teams - just not for Projects.

One pre-requisite is #370 - we do not want to have an API that returns a bulk list of projects if each project has had to be queried to get its true state.

This Story doesn't define *what* administrative actions that should be possible.
