Distribute assets to Node-RED instances before starting execution

**As a:** Node-RED engineer

**I want to:** have assets present for Cloud and Edge Instances

**So that:** I can leverage those in my flows

Assets include, but are not limited to:
1. Images (Logo in a dashboard without base64 encoding it)
2. Tensorflow models (Central training, model is distributed to the edge)
3. Certificates

On the technical side it seems like the snapshot might need to include a tree of files that are provided _somehow_ (maybe on the FF object storage?) and available on a predicatable location for the flows to use.
