Project nodes and HA instances clashing client ids

### Current Behavior

When running in HA mode both instances will have the same project id so will end up with the same MQTT Client Id

### Expected Behavior

MQTT clients must have unique client ids

### Steps To Reproduce

Create instance
Build flow using Project Nodes
Enable HA mode

### Environment

- FlowFuse version: 2.2.0
- Node.js version: 18.x
- npm version: 9.x
- Platform/OS: FF Cloud/K8s Enterprise
- Browser: NA
