Time zone assignment for Devices.

### Current Behavior

Currently, it seems devices default the timezone to UTC

### Expected Behavior

Devices would take the inherent time zone from the Application or instance they are assigned to.

Ideally, there would be a way to assign a time zone directly to a device.
