Add possibility to execute instance action from the Instances page

### Description

To restart multiple instances, one must enter the details page of each instance and use the actions menu from the top right corner to initiate the restart process.
Having the possibility to restart an instance directly from the instances page will significantly shorten the time needed to restart multiple instances. This could be achieved ie. by adding a kebab menu for each instance (image attached for the reference).

Start at the Instances page and compare it with the existing actions menu on an instance's details page. Trace the current restart action, then add an equivalent per-instance action on the Instances page so multiple instances can be restarted without opening each details page.
