Add a 'rebuild' option to the instance actions menu

### Description

We often need to ask users to suspend then start an instance so that there NR instance is rebuilt from the ground up. We should have an option in the actions menu to perform those actions in one click.

I'm unsure about what the new option should be called 'rebuild' or 'reinstall' could be an option. We could also have two different types of restart, something such as Restart Node-RED and Restart Environment.

I think my naming ideas need a lot of work but I wanted to raise the issue as I think the underlying concept improves product UX and CS interactions.
