FormRow Inconsistencies

### Description

Having played with the `FormRow` for the first time in a while this morning, there are a lot of instances of forcing it into places, custom classes/widths that are becoming inconsistent and heavy in copy/paste across the platform.

Time should be set aside (2-3 dev days) in order to improve and document `FormRow` such that we aren't continuously wasting dev cycles whenever we need to add new `FormRow` to a page.
