Login loop when trying to access the NR editor for HA instances

### Current Behavior

When trying to login to the editor of a HA NR instance I get this loop - https://d.pr/i/py091a

### Expected Behavior

The user should be told they can't access the editor when NR is in HA mode.

### Steps To Reproduce

Create a HR instance, set to HA mode, try to access the editor.

### Environment

- FlowForge version: v1.10.1 (cloud)
- Node.js version:
- npm version:
- Platform/OS: Mac latest
- Browser: Chrome latest

I'm using SSO.
