Not clear why target snapshot isn't deployed when Device in Dev Mode.

When you make changes on a device in "Developer Mode", then set the flows as the target for the Instance, going to the Instance > Snapshots view will show that 0 devices are running the new snapshot, and that the device in Developer Mode is still running the old snapshot.

The discrepancy here is that, the device still thinks it's running the old snapshot, when the new snapshot is created _on the device_. It being in Developer Mode stops the device auto updating to the new snapshot.

Solutions:
- Do we automatically come out of developer mode when you create a snapshot from a device? At this point, the snapshot at the state of editing on the device are identical.
- Can we flag, at the Instance > Snapshots level, whether devices are in developer mode, as the reason for why devices are caught.
