Deactivate Team

### Description

As an admin I want to be able to deactivate a Team.
with the option to set a custom note/message against the deactivation
and all the projects owned by that team that will be suspended.

So that
When a user that is a member of the team attempts to load the team page (or any of the child pages) They see a screen displaying the note/message.
