Deactivate User

### Description

As an admin I want to be able to deactivate a user account, with the option to add a custom note/message against the deactivation

So that
The user has all their sessions invalidated as soon as the account is suspended
When the user attempts to login they are shown a page saying their account is deactivated and are unable to access any other parts of the platform, the custom note is shown to the user.
The user is unable to reset their password.
The email address associated with the user CANNOT be used to create a new account.
