Launcher health check fails if instance running with private CA certs

### Current Behavior

HTTP Ping fails with invalid CA cert warning so fires hang detected and fails the startup.

### Expected Behavior

either allow CA to be provided or not validate certs.

### Steps To Reproduce

Setup Docker or K8s with a private CA signed cert

### Environment

- FlowForge version: 1.8.0
- Node.js version: NA
- npm version: NA
- Platform/OS: NA
- Browser: NA
