Add optional 'Click to Copy' button to `<FormRow>`

**I want to:** be able to copy values out of the UI with a single click

**So that:** I can be more productive

We have a few places where `` is used to show the user an uneditable value they are expect to make a note of. Right now they have to manually select the text and copy it.

We should provide an option to have a click-to-copy button next to the row.

One immediate use for this will be the SSO SAML configuration fields added via #1432

Locate the component and its existing usages, especially the SSO SAML configuration fields referenced from #1432. Inspect how uneditable values are rendered and how component options are handled; done when an optional click-to-copy control works for enabled rows while existing rows remain unchanged.
