Automatic detection of Node-RED versions

### Description

**As an:** Admin of Node-RED

**I want to:** be able to assign a Node-RED version to a stack without the need to manually check which Node-RED versions I have installed

**So that:** I don't have to leave FlowForge in order to setup a stack

This is a regular frustration of mine when setting up new stacks, i can't remember the specific versions of Node-RED I have installed, nor do I know of how to get and check which versions I have installed.

### Acceptance Criteria

- [ ] API endpoint to return the currently installed instances/versions of Node-RED
- [ ] UI loads the versions of Node-RED into a dropdown list under "Node-RED Version" when creating a stack
