Description
### Current Behavior
Settings refresh as you attempt to edit them
### Expected Behavior
Settings should not be reverted due to status refresh
### Steps To Reproduce
You need to get a project "stuck" - you can do this by adding a module to the project settings that is not in NPM
So, with project state neither Stopped/Susspended/Runnng, try editing settings of the project
