Building on #407 and #279 this iteration would allow a template project owned by one team to be shared with another team.

Say TeamA has created a template,
An owner of TeamA can then send that template to TeamB at which point an owner of TeamB would need to accept the offer ( a bit like an invite) and then the template exists in TeamB's team templates.

How does TeamA identify TeamB? given that team names are not unique and the hashIDs are not visible to users? Should the offer be made to a username (like an invite) and its then up to them which team they accept this into?

Something to consider is if any changes to the template in TeamA are replicated out to the TeamB copy or if at the point of copying the template is simply forked. I would favour forking as this keeps the separation between teams.

Sending templates should only be available to specific Team Tiers (or EE) and accepting them will depend on the receiving team tier allowing Team Templates. The offer of a share should still be made to the recieving team regardless of tier but the owner may need to upgrade their tier in order to accept
