### Problem Description

Whether a plugin's home results show seem unrelated to whether it is enabled or disabled
A disabled plugin should not be able to show home results but it does regardless.
The home page and enabled toggles seem to work completely independently.

### To Reproduce

1. Enable home page results for plugin indicator (and enable the plugin if its not)
2. Make empty query
3. Disable plugin indicator
4. Make empty query again

Research direction

Start by reproducing the empty-query sequence described in the issue: enable a plugin's home results, then disable the plugin and query again. Trace the home-page result filtering and plugin enabled state; done means disabled plugins no longer contribute home results while enabled plugins still do.
