Description

### Checks

- [x] I have checked that this issue has not already been reported.

- [x] I am using the latest version of Flow Launcher.

- [x] I am using the prerelease version of Flow Launcher.

### Problem Description

if you have the window setting "Transparency effects" disabled at startup of flow launcher, then acrylic effects will not work even if you enable it again while flow is running.

If you launch flow with the setting already enabled then everything works fine.

Ideally we can fix the program to react properly at runtime, though if that's not possible we could suggest a restart if its not working.

### To Reproduce

1. Disable "Transparency effects" in windows settings
2. Start flow launcher (not just open window but start the process itself)
3. Enable acrylic backdrop effect and matching theme
4. Enable "Transparency effects" in windows settings

Research direction

No source files, tests, or entry points are named. Reproduce the issue by starting Flow Launcher with Windows "Transparency effects" disabled, then enable the setting and acrylic backdrop; trace the acrylic backdrop and transparency-setting handling. Done means the acrylic backdrop responds at runtime or the application clearly prompts for a restart when it cannot.
