### Problem Description

After calling up the `Open with...` system dialog from the plugin menu, the `Choose an app on your PC` command does not work in that dialog. However, if you open the same dialog from Windows File Explorer, the command works as expected. Please watch the video below.

> Flow Launcher runs in Administrator mode (as described [here](https://github.com/Jack251970/Flow.Launcher.Plugin.UninstallerPlus/tree/master#-usage)).

### To Reproduce

1. Run FlowLauncher with admin rights, type the name of a text file (so that the Explorer plugin is activated).
2. Click , select `Open with...` from the menu, and press Enter.
3. In the dialog that opens, click `Choose an app on your PC` .
4. **Expected**: An app selection window should open.
5. **Instead**: Nothing happens. You cannot select an app to open the selected file.

### Suggestion

Perhaps, instead of the Windows app selection dialog, it would be better to create your own list of apps, with currently running apps appearing at the top (as Raycast does).
